The Adobe Photoshop CS3 (or CS4) Book for Digital Photographers: This covers many different topics and assumes you know the basics. Good for specific topics.
Layers: The Complete Guide to Photoshop’s Most Powerful Feature: This is the for those who want to master the concept of layers in Photoshop. If you want to master Photoshop, you need to get this book.
The Photoshop Elements 7 Book for Digital Photographers: This is a very new book that shows several work-arounds that allow Elements to be more like Photoshop.
Books for Marketing/Selling
2009 Photographer’s Market: If you want to consider selling your imagery you need this book!
Pricing Photography: The Complete Guide to Assignment & Stock Photography Prices: This is an older book but the price guidelines still make sense. If anything stock prices are lower today than when this book was written (2002).

www.photoshopuser.com - online site of the National Association of Photoshop Professionals, the largest Photoshop oriented organization. Good magazine and general resource, requires annual fee.
There are many blogs, podcasts, tutorials, etc. on the web. Just Google something like "photoshop tutorials" and you'll find lots of resources. If have a specific problem, Google that subject and/or use the Help function in Photoshop or Elements.
